fedora: remove sample.hgrc from shipped files
sample.hgrc was long obsolete and was removed in
63ed188e3fc7.

$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup

Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
