context: narrow down filter special case in filectx.cmp()

cmp via filelog when encode filters are present, but only when
actually comparing to the working directory.

  $ hg ci -Amb

  $ hg co -C 0

Fast-forward:

  $ hg merge b
  1 files updated, 0 files merged, 0 files removed, 0 files unresolved
  (branch merge, don't forget to commit)
  $ hg ci -Ammerge

Bogus fast-forward should fail:

  $ hg merge b
  abort: merging with a working directory ancestor has no effect
  [255]
