dispatch: set global options on the request repo.ui

If the request has a repo, and global options such as --verbose are passed,
we need to set those explicitly on the repo.ui.

  $ hg init test
  $ cd test

  $ cat > .hg/hgrc <<EOF

  > 
  > [interhg]
