dispatch: move shell alias handling after early arg handling

--cwd, --repo, and --config obviously should be handled first

  $ hg init outer
  $ cd outer

hg debugsub with no remapping

  $ hg add .hgsub

  $ hg debugsub

hg debugsub with remapping
