parsers: move PyInt aliasing out of util.h
The PyInt aliasing is only used by parsers.c. Since we don't want to
encourage the use of PyInt parsing, move the aliasing to parsers.c.

$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
