merge: split out mostly-non-interactive working dir updates

In a later patch, we'll run these updates in parallel.

  $ hg init a
  $ cd a
  $ hg init b

Should print nothing:

  $ hg add b
  $ hg st

Should fail:

  $ hg st b/x

Should fail:
