packaging: update keyring on Windows to avoid spurious stacktraces When challenged for a network password, this would spew on Windows before it actually used the stored password: ``` Error initializing plugin EntryPoint(name='libsecret', value='keyring.backends.libsecret', group='keyring.backends').
