import: cut commit messages at --- unconditionally (issue2148)

We used to do this based on X-mailer: mentioning git, but git doesn't
put X-mailer in its git-format-patch output.

  $ hg init t

  $ hg add a
  $ hg commit -m "commit #0"
  $ echo This is file b1 > b
  $ hg add b
  $ hg commit -m "commit #1"
  $ rm b
  $ hg update 0
