hgweb: port most @webcommand to use modern response type This only focused on porting the return value. raw file requests are wonky because they go through a separate code path at the dispatch layer. Now that everyone is using the same API, we could clean this up. It's worth noting that wsgirequest.respond() allows sending the Content-Disposition header, but the only user of that feature was removed as part of this change (with the setting of the header now being performed inline). Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
