tests: use "%HG_ARGS%" in shell alias on Windows instead of "$HG_ARGS"

Before this patch, a part of "test-alias.t" fails unexpectedly on
Windows environment, because "cmd.exe" can't evaluate "$HG_ARGS"
expression in shell alias correctly.

This patch uses "%HG_ARGS%" in shell alias on Windows instead of
"$HG_ARGS" to expand it correctly.

Mercurial

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
