hgrc: search XDG_CONFIG_HOME on mac

Searching for hgrc was special cased not to look through ~/.config/hg on Mac,
but that’s unnecessary: Macs support it as do other unix based systems.  There
are plenty tools that use it there, e.g. git, and people expect it to work, e.g.

XXX-RHG this test hangs if `hg` is really `rhg`. This was hidden by the use of
`alias hg=rhg` by run-tests.py. With such alias removed, this test is revealed
buggy. This need to be resolved sooner than later.

This is "similar" to the test above, but the directory is "traversable". This
seems an unexpected case in real life, but we test it anyway.
