errors: remove unnecessary varargs handling from OutOfBandError
In my recent D10465, I moved some code over from scmutil into
`OutOfBandError.__init__`. The code was written to deal with an
arbitrary number of `message` arguments to the constructor. It turns
out that we only ever pass 0 or 1. Given that, let's simplify it.

Notes for packagers =================== Mercurial ships a copy of the python-zstandard sources. This is used to provide support for zstd compression and decompression functionality. The module is not intended to be replaced by the plain python-zstandard nor is it intended to use a system zstd library. Patches can result in hard to diagnose errors and are explicitly discouraged as unsupported configuration.
