fuzz: try setting PYTHONNOUSERSITE=1 to avoid loading site-packages

Right now the fuzzer is crashing trying to look up the home dir for
uid 0, which is breaking in the fuzz environment.

Testing tagging with the EOL extension

Tag:

  $ hg tag 1.0

Rewrite .hgtags file as it would look on a new checkout:

  $ hg update -q null
  $ hg update -q

Touch .hgtags file again:

  $ hg tag 2.0
