run-tests: fix `HGTESTEXTRAEXTENSIONS` with py3

Since `extensions` was a str and `section` bytes, it never populated anything.
If it had, it would have put bytes into the environment dictionary that is all
str.  As everything starts and ends as str, remove the incomplete attempt at
byteification.  It doesn't appear that we had any test coverage of this bit of
code, so also add a non-extension config to make sure it is filtered out
properly.

b51a8138292a introduced a regression where we would mention in the
changelog executable files added by the second parent of a merge. Test
that that doesn't happen anymore

  $ hg init repo
  $ cd repo
  $ echo foo > foo
  $ hg ci -qAm 'add foo'

  $ echo bar > bar
  $ chmod +x bar
  $ hg ci -qAm 'add bar'

manifest of p2:

  $ hg manifest
  bar
  foo

manifest of p1:

  $ hg manifest
  foo

  $ hg merge

this should not mention bar but should mention foo:
