windows: replicate the normalizing behavior of os.environ

On Windows, `os.environ` normalizes environment variables to uppercase. Our
current bytes-based environ substitution object is a simple dict, so we add
the normalization behavior.

This fixes test-http-peer.t on Windows.

The
.B chg
command is the wrapper for
.B hg
command.
It uses the Mercurial command server to reduce start-up overhead.

This program accepts the same command line syntax as the
.B hg
command. Additionally it accepts the following options.
