rust-dirstatemap: use `DirstateEntry::tracked` directly

`state()` is a legacy API that will be removed at some point, let's use the
newer API.

Should print nothing:

  $ hg add b
  $ hg st

Should fail:

Should fail:

Should arguably print nothing:
