tests: actually check that HGDEMANDIMPORT=disable disables demandimport

At the point in the test where we were checking that the 'node' got
eagerly loaded, it had already been loaded (via the pvec module), so
our check wasn't doing anything (i.e. the test would pass even if you
removed the line that set HGDEMANDIMPORT=disable). Let's move this
test earlier so it tests what it was meant to test.

  $ cat > frontend.sparse << EOF

  > EOF

  $ hg -q commit -A -m initial

Enable sparse profile

  $ cat .hg/requires

Requirement for sparse added when sparse is enabled

  $ cat .hg/requires

  store

Client without sparse enabled reacts properly

  $ hg files
  abort: repository is using sparse feature but sparse is not enabled; enable the "sparse" extensions to access!
  [255]

Requirement for sparse is removed when sparse is disabled

  $ hg debugsparse --reset --config extensions.sparse=

  $ cat .hg/requires
  dotencode
  fncache
  generaldelta
  revlogv1
  store

And client without sparse can access

  $ hg files
  a.html
  b.html
  c.py
  d.py
  frontend.sparse
