test-serve: ensure KILLQUIETLY is only used once

49463314c24f introduced a feature to the hgserve() function that
suppresses errors from kill(1). It wrongly assumed that setting an
environment variable when calling a function would make it local to
the function. It ended up suppressing kill errors for every call
thereafter.

This patch sets KILLQUIETLY=N after use.

test that 'hg commit' does not crash if the user removes a newly added file

  $ echo This is file a1 > a
  $ hg add a
  $ hg commit -m "commit #0" -d "1000000 0"
  $ touch b
  $ hg add b
  $ rm b
  $ hg commit -A -m"comment #1" -d "1000000 0"
  removing b
  nothing changed
