tests: fix lock file path mangling in `test-racy-mutations.t` on Windows

I guess `$TESTTMP_FORWARD_SLASH` gets translated by MSYS.  This was in the
`.foo_commit_out` file:

Check that non-ASCII bytes roundtrip correctly.
