serve: pass on the repo instad of recreating it in hgweb

When we pass on the path to the repo, the repo is created in hgweb. But the
repo is already here, so pass it on.

Issue622: hg init && hg pull -u URL doesn't checkout default branch

Test 'file:' uri handling:

  $ hg pull -q file:../test

It's tricky to make file:// URLs working on every platform with
regular shell commands.

  abort: file:// URLs can only refer to localhost
