mercurial.el: fix hg-outgoing path when 'default-push' is not defined

hg-outgoing path is set as 'default-push' which prevents it from working in
repos which only have 'default' defined.

  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0
  adding a

  $ hg tag -r0 t1
