run-tests: ensure the script exits when it fails to change directories

Caught by PyCharm as an unused variable assignment.  This regressed in
c496e8c14b9e.

Run pylint for known rules we care about.

There should be no recorded failures; fix the codebase before introducing a
new check.

Current checks:
- W0102: no mutable default argument
