py3: make setup.py's hgcommand() consistently return bytes

Before this patch, it returned unicode when the command failed. That
made e.g. `make local PYTHON=python3` fail on an obsolete commit.

  $ mkdir a
  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b
  $ hg ci -Am m

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
