debug: add a config to abort update early

This is useful to benchmark the parts of [hg update] that come
before the parallel worker.

  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b
  $ hg ci -m m a

  $ mkdir a b

  adding a/b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
