ui: add inner function to select write destination

I'm going to add a config knob to redirect any status messages to stderr.
This function helps to switch underlying file objects.

# no-check-commit because of existing write_err() function

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
