shelve: avoid writing file that is never read from

The contents of the .files file has not been used since 1d7a36ff2615
(shelve: use rebase instead of merge (issue4068), 2013-10-23), so stop
writing it. Where we currently use the presence of the file as a check
for a valid shelve name, switch to checking for the .patch file.

b51a8138292a introduced a regression where we would mention in the
changelog executable files added by the second parent of a merge. Test
that that doesn't happen anymore

  $ echo bar > bar
  $ chmod +x bar
  $ hg ci -qAm 'add bar'

manifest of p2:

  $ hg manifest
  bar
  foo

manifest of p1:

  $ hg manifest
  foo

  $ hg merge

this should not mention bar but should mention foo:
