shelve: avoid writing file that is never read from
The contents of the .files file has not been used since
1d7a36ff2615
(shelve: use rebase instead of merge (
issue4068), 2013-10-23), so stop
writing it. Where we currently use the presence of the file as a check
for a valid shelve name, switch to checking for the .patch file.
This file contains testcases that tend to be related to special cases or less
common commands affecting largefile.
Each sections should be independent of each others.

Pusing revision #1 causes uploading entity 89e6c98d9288, which is
shared also by largefiles b1, b2 in revision #2 and b in revision #5.
Then, entity 89e6c98d9288 is not treated as "outgoing entity" at "hg
summary" and "hg outgoing", even though files in outgoing revision #2
and #5 refer it.
