black: format the codebase with 23.3.0
The CI has moved to 23.3.0, which is the last version that supports 3.7
at runtime, so we should honor this change.

XXX-RHG this test hangs if `hg` is really `rhg`. This was hidden by the use of
`alias hg=rhg` by run-tests.py. With such alias removed, this test is revealed
buggy. This need to be resolved sooner than later.
