httppeer: indent existing argument handling with if True
I'm about to add another case, so it makes sense to split this out to make the
semantic changes in the next change more obvious.

Basic install:
$ make # see install targets
$ make install # do a system-wide install
$ hg debuginstall # sanity-check setup
$ hg # see help
Running without installing:
$ make local # build for inplace usage
$ ./hg --version # should show the latest version
