templatefuncs: add regexp search() function that extracts substring

This can be used to extract an issue number from a commit message, for
example:

  {search(r'\(issue([0-9]*)\)', desc) % '{1}'}

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
