dispatch: check for None before closing repo

We were trying to call close() if repo == None and req.repo != None.
This can happen when running commands that don't take a repo.

  $ hg init

  $ python -c 'print "confuse str.splitlines\nembedded\rnewline"' > a
  $ hg ci -Ama -d '1 0'
  adding a

  $ echo clean diff >> a
  $ hg ci -mb -d '2 0'

  $ hg diff -r0 -r1
  diff -r 107ba6f817b5 -r 310ce7989cdc a

  +++ b/a	Thu Jan 01 00:00:02 1970 +0000
