sslutil: properly detect which TLS versions are supported by the ssl module

For the record, I contacted the CPython developers to remark that
unconditionally defining ssl.PROTOCOL_TLSv1_1 / ssl.PROTOCOL_TLSv1_2 is
problematic:

Set up

  $ hg init repo
  $ cd repo

Try to import an empty patch

  $ hg import --no-commit - <<EOF
  > EOF
  applying patch from stdin
  abort: stdin: no diffs found
  [255]

No dirstate backups are left behind

  $ ls .hg/dirstate* | sort
  .hg/dirstate
