tests: add test that @commands in debugcommands.py are sorted

I felt like inline Python in test-check-code.t was the most
appropriate place for this, as other linters in contrib/ seem to
be source file agnostic.

The test currently fails.

  $ hg init
  $ mkdir a
  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b
  $ hg ci -Am m
  adding a/b

  $ hg rm a

  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
