extensions: move wrapfilecache function from fsmonitor
It makes more sense to put this in core, so other extensions can
trivially get access to it without having to rely on importing
fsmonitor.

ATTENTION: logtoprocess runs commands asynchronously. Be sure to append "| cat" to hg commands, to wait for the output, if you want to test its output. Otherwise the test will be flaky.
