mq: use sets instead of lists for speed

The code eventually converts data through sets to ensure unicity:
do it earlier to allow faster __contains__ lookups and avoid
`del l[l.index(x)]` kind of code.

  $ echo '[Section]' >> $HGRCPATH
  $ echo 'KeY = Case Sensitive' >> $HGRCPATH
  $ echo 'key = lower case' >> $HGRCPATH

  $ hg showconfig Section
  Section.KeY=Case Sensitive
  Section.key=lower case
