test-clone: load extensions before doing anything

This makes it possible to run this test using
"--extra-config-opt=extensions.myext=" and have the extension be
loaded as intended.

  $ hg init
  $ echo a > a
  $ hg add a
  $ hg commit -m test

Do we ever miss a sub-second change?:
