wireprotov2: change frame type and name for command response

There was hole at frame type value 3. And the frame is better
named as a command response.

  $ hg rm a
  removing a/b
  $ hg ci -m m a

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
