subrepo: introduce getfileset()

This will be used in the next patch to help matchers resolve filesets in
subrepos.  The default implementation returns an empty set (for git and svn).

  $ hg init
  $ echo a > a
  $ hg add a
  $ hg commit -m test

Do we ever miss a sub-second change?:
