sslutil: remove conditional cipher code needed for Python 2.6

We dropped support for Python 2.6. So this code to work around a
missing feature on 2.6 is no longer necessary.

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0
  adding a
  $ hg tag t1 # 1
  $ hg tag --remove t1 # 2

  $ hg co 1
