py3: byteify gendoc.py

This is mostly b'' prefixing, with some cargoculting of help.py to get around
`textwrap.dedent()` and __doc__ string requirements.

  $ echo "[extensions]" >> $HGRCPATH
  $ echo "mq=" >> $HGRCPATH

  $ hg init

  $ echo 'base' > base
  $ hg ci -Ambase
  adding base

  $ hg qnew -mmqbase mqbase

  $ hg qsave
