dirstate: add a `update_file` function

This function is the other side of the `set_tracked`/`set_untracked` API revamp.
It is to be used when the dirstate is changing its parents during and update or
a merge. It states all the information we know about the file so that the
dirstate can update its internal data.

Unlike the `set_tracked`/`set_untracked` it has not regards for the information
previously tracked in the tristate.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version

Notes for packagers
===================

Mercurial ships a copy of the python-zstandard sources. This is used to
provide support for zstd compression and decompression functionality. The
module is not intended to be replaced by the plain python-zstandard nor
is it intended to use a system zstd library. Patches can result in hard
to diagnose errors and are explicitly discouraged as unsupported
configuration.
