doc: make man and html from translated documents

Before this patch, man and html are english only, and there sources are not
translatable.
This patch make translatable all documents.

  $ hg init
  $ mkdir a

  $ hg rm a
  removing a/b (glob)
  $ hg ci -m m a

  $ mkdir a b
  $ echo a > a/b

  adding a/b

  $ hg rm a
  removing a/b (glob)
  $ cd b

Relative delete:

  $ hg ci -m m ../a

  $ cd ..
