automv: use lowercase for docstring title
The first line of docstring is used in `hg help -e`. Use lowercase to be
consistent with most extensions.

Test that translations are compiled and installed correctly.
Default encoding in tests is "ascii" and the translation is encoded
using the "replace" error handler:
