automation: shore up rebooting behavior There was a race condition in the old code. Use instance.stop()/instance.start() to eliminate it. As part of debugging this, I also found another race condition related to PowerShell permissions after the reboot. Unfortunately, I'm not sure the best way to work around it. difficult on Windows), please at least run `contrib/check-code.py` on
any files you've modified and run `python contrib/check-commit` on any
commits you've made (for example, `python contrib/check-commit
273ce12ad8f1` will report some style violations on a very old commit).
