global: use pycompat.xrange() On Python 3, our module importer automatically rewrites xrange() to pycompat.xrange(). We want to move away from the custom importer on Python 3. Ensure debuild doesn't run the testsuite, as that could get silly.

We check debian package contents with portable tools so that when
we're on non-debian machines we can still test the packages that are
built using docker.

mercurial-common should have .py but no .so or .pyc
