dicthelpers.diff: compare against default for missing values

This is not only a bit faster, but also aligns with callers' expectations
better since we can legitimately have manifestdict's _flags set to '' instead
of unset.

Test that translations are compiled and installed correctly.

Default encoding in tests is "ascii" and the translation is encoded
using the "replace" error handler:

  $ LANGUAGE=pt_BR hg tip

Using a more accomodating encoding:
