shelve: also create class representing whole directory of shelves It's a little annoying to have to create and pass in a vfs into `listshelves()`. This patch attempts to start addressing that by creating a class that represents a directory containing shelves (the directory can be either `.hg/shelved/` or `.hg/shelve-backup/`). Produce a bundle to use

Serve from a bundle file

  $ hg serve -R .hg/strip-backup/ed602e697e0f-cc9fff6a-backup.hg -d -p $HGPORT --pid-file=hg.pid
  $ cat hg.pid >> $DAEMON_PIDS

Ensure we're serving from the bundle

  $ (get-with-headers.py localhost:$HGPORT 'file/tip/?style=raw')
