filemerge: add a wrapper around the filemerge function

We'll introduce a separate premerge function that calls the same code.

  $ rm -rf a
  $ hg init a
  $ cd a
  $ echo a > a
  $ hg ci -Am0

  $ hg tag --remove t1 # 2
