revlog: catch revlog corruption in index_baserev
A revision cannot use a base above itself, it can only happens one corrupted
repository.
Ignoring such corrupted could lead to infinite loop.
this structure seems to tickle a bug in bundle's search for
changesets, so first we have to recreate it

actually bundles 7

this should (and does) give exactly the same result as bundle
with a destination repo... i.e. it's wrong too
