tests: use regular POSIX shell

wait-on-file requires one POSIX extension (sleep with non-integral
argument), but it doesn't require any bash extensions, so just require a
normal POSIX shell. While here, use consistent formatting without
redundant ;

a simple plain text format that's easy to read and edit:

It's also convertible to a variety of other formats including standard
UNIX man page format and HTML. You'll need to install Docutils:

Use the Makefile in this directory to generate the man and HTML pages.
